An Caution to Keir Starmer drawn from His Own History: Without Boldness on Britain's EU Exit & Europe, His Labour Rivals Might Be.

Back in 2018, it took just eight words to ignite the party's annual gathering demonstrating the party was falling out of love with Jeremy Corbyn. Although not precisely soaring oratory, the phrase were greeted with wild cheering as most of the hall rose in spontaneous acclamation.

As the commotion died down, Keir Starmer, stood at the podium, visibly startled. He wasn't really accustomed to his addresses having such an effect. His statement was simply: "Nobody is ruling out remain as an option". But context is everything.

During that darkly divisive time of 2018, straying from the prepared script in this way was inevitably viewed as issuing a challenge to the party leader, who sought to prioritize leave supporters in working-class seats above the Europhile sentiments of his party. In just one speech, this grey-suited shadow Brexit secretary underwent a transformation – albeit temporarily – into a risk-taker who championed most Labour MPs, members and voters against a leader he later succeeded.

The Evolution of Stance and Closed Debates

Since then, the landscape has shifted, especially for Starmer himself. One of his first acts upon assuming leadership from Corbyn in 2020 was declaring the Brexit issue had been settled by the previous year’s general election. And, at the last one, he consistently stressed unbreakable pledge promises that forbade rejoining the European Union or its core structures.

Similar to Corbyn, the PM's approach has been to pursue pro-Leave voters in key seats, even if survey data suggests a significant number have died or changed their minds.

Pressure Building on Europe

Yet, it’s now the prime minister’s turn to be an embattled party leader. While EU relations may not be the boiling pot in UK politics, the cap which was tightly sealed since Brexit is starting to loosen again.

Both Starmer and Rachel Reeves have intensified the rhetoric about the devastation caused by Brexit has caused to the UK’s economy. This serves as an effective tool with which to beat the Reform UK leader, who now rarely mentions how leaving the EU was his primary goal and remains his sole political accomplishment.

Nevertheless, the extent of the economic harm, reportedly has resulted in a national economy that is significantly diminished compared to EU membership, dwarfs the micro-mitigation so far offered by ministers. The PM's much-touted re-set deal negotiated with the EU in 2024 provides gains measured in low decimal points.

Internal Pressure and Bolder Ideas

The chancellor is one of those trying to overcome entrenched Home Office resistance to a broader scheme of a growth-enabling youth mobility scheme by which youths can move between the UK and the EU for work or study.

The deputy prime minister has pondered publicly regarding the clear advantages of being in a customs union with the EU, while a dozen Labour MPs, such as the head of the powerful finance committee, recently supported an opposition proposal on joining one.

Although the Europe minister, who oversees UK-EU relations, who is now attending every cabinet meeting, insists the red lines remain unchanged, there exist avenues to work around them. A proposal involves declaring the commencement of negotiations now for a more ambitious agreement, to be featured in the following election platform, with implementation only if securing a fresh mandate.

The Prime Minister's Deep-Seated Doubts

However, Starmer has most recently damping it all down on the idea cautioning that rejoining a European customs area could undermine the commercial agreements with the US, which he views as key accomplishments of his government.

It is understood that the PM’s scepticism go still deeper, and is rooted in several key concerns.

  1. Firstly, he thinks any customs union agreement has been made much harder as ministers are actively diverging from European rules in numerous sectors, including the environment.
  2. Secondly, the exorbitant price set for the UK to join the EU’s new defence fund and the subsequent collapse of negotiations has convinced UK negotiators that European nations are less interested in offering favorable terms to the UK and are more focused on proving that Brexit does not work.
  3. Thirdly, the new US national security strategy, praised by the Kremlin, is viewed by key advisors in Number 10 as a reason for the UK to maintain distance from Europe.

A Bizarre Document & Strategic Considerations

This bizarre and terrifying document asserts Europe faces cultural extinction due to Muslim migration. It includes a single mention of the UK, placed beside a suggestion that the US government will intervene in our politics to foster the rise of nationalist movements.

But, far from concluding that this renders the US an unreliable partner, ministers reportedly fear that deeper EU integration would destabilise geopolitics further by risking fragile US military support for Ukraine, Nato and much more besides.

Succession Chatter & The Echo from the Past

All of which returns us to 2018. Starmer has always said that address was not an attempt for the leadership but simply an attempt to keep open the “option” of remain in a future vote. Indeed, back then, Starmer still favoured a “bespoke customs union deal” of the kind he now appears to be opposing.

But it’s not been lost on the Prime Minister's office have noticed that Wes Streeting, widely considered would be a candidate for the leadership, is part of a group of cabinet ministers signaling they desire greater ambition regarding the EU.

Staff for Angela Rayner, another probable runner in a contest for the top job, insist she refuses to comment on her position regarding a customs pact because it would only “escalate unhelpful speculation”.

The Obvious Risk & A Prudent Memory

The danger is obvious. Should the PM reject significant moves towards a close relationship, he allows rivals to occupy the space where most of the party's supporters are to be found.

It would be prudent for Starmer to recall the effect just a few words had on his career in 2018. Potential pathways for a big offer on Europe that the prime minister ought to consider; he should prise them open himself, before someone else makes them his – or her – own.
